The building was designed by Harvey Lonsdale Elmes and opened to the public in 1854, after having taken over ten years to complete and was built for the not so fortunate locals of Liverpool to educate them with art. visiting the holding cells in the basement before moving up to the imposing Georgian courtroom, where you can stand in the dock or don a robe and wig and sit in the judge's chair. There are several rooms that usually have special exhibitions, but the main attraction is the large concert hall, with it's splendid Minton tile floor and Willis organ.
